I'm new to this fourm and just a year old in procurement field.

Can you please elaborate briefly on how to set-up a Bids & Tenders Department from scratch in a company towards a funded project for a world organisation such as ADB?

I would really appreciate if someone can guide me through step by step procedure of setting up bids and tender department as well as it would be really helpful if i can get templates of policies and documents used for setting up from scratch.

@Kam - is it possible for you to please provide me the documents templates which Jacques mentioned to you. It will great help for me.
