Default Selecting Professional Service Providers on Pre-Determined Tariffs

The current PPPFA (Aug 2001) gives organisations the option to not use the Preference Points approach when appointing professional service providers who work on a pre-determined tariff basis.

My view on the application of this is that it is fairly limited. Most likely restricted to instances where all other variables in the cost equation are fixed, especially time/effort. For example, if you require an engineering consultant of a specific grade for a period of two months (no more and no less) then it would be appropriate to not use the preference point system.

I'm interested to understand which state organisations in South Africa have firm policies on this and what are the experiences. In three instances I have looked at, it looks like the policy and controls are weak and there are clear instances of abuse.
