A point made by a suppliers in the South African Public Sector is that this is one of the more complete documents that ask of companies to disclose practices that may be considered to be collusive in nature.

Another point made was that companies are going to have to lie and few will be able to answer this document with honesty.

My view is that it will take a big push by government departments to communicate the implications of this document and will take some time before it is effectively implemented. However it certainly goes a long way to ensuring "competition"and "fairness". I expect however that it will also result in fewed quotations being submitted as Depts will not always get the three that they could previously rely on.

Any other perspectives out there?
