The Role of the Municipal Council in Bid Adjudication

In South Africa's local government layer, the different municipalities are governed by "Councils". SCM regulations are very specific that Councillors must NOT get involved in the Bid Specification, Evaluation and Adjudication steps and committees.
However, when there is a disagreement between different structures on the award of a tender (example, between the Evaluation Committee and Adjudication) committee there are steps to follow such as communicating the difference and reason to external structures such as the Auditor General and Treasury. The Council is however not included in this.
What, if any, should the role of the Council be where there is such a dispute. I'm keen to understand the different views that exist on this matter.
