Public Sector Accreditation

Hi
I work for a large private enterprise that procures 68% of its goods and services for government and local municipalities. The remainder of which is with EME & QSE. The problem I'm faced with is that in order for me to meet the Mining Charter I need the 68% to be accredited spend. However I don't believe that our local municipalities and governmental departments are accredited and if they are they will not release the certification.
Any suggestions?
