First step in setting up a strategic procurement plan is to establish the/your procurement governance document.
2nd step do a orginazation wide spend analysis on all PO en AP transaction (replacing AP line inputs with OP is you can do the match)
3rd step: Document an "As-Is"
Apply your findings in the 2nd step and use the governance doc to establish some sort of organogram.
Determine a 2B
Within the 2B you will need enablers (technology, SOP's etc.)
