two competitors making a single bid after PQQ stage

1.If two competitors succesfully reach the PQQ stage, is it possible for them then to join forces and proceed with a joint bid? If so how should they go about it to ensure there is no third party claim later on in the process
2. If a bidder reaches PQQ stage, can he then join in a third party to his bid, where that third party did not participate in the PQQ stage?
3. If a bidder wins the competition and then suncontracts out certain aspects of the works (e.g he is a commercial developer and he wants to subcontract out residential elements) must the sub contract be procured in an EU compliant manner?
4. If a bidder wins a competition and the contract is entered into, but he subsequently becomes insolvent and his bank steps in and appoints a substitute developer to complete the contract, is this arrnagement at risk of being succesfully challenged as a breach of the rules, as the substitute developer will not have been procured in an EU compliant manner.
