In my opinion it is good practice to notify what the weighing is based on, but I don't think it is something to have grounds for appeal...
I think the term to look for is "MEAT" Most economical advantageous tender, i.e. it will be weighted, if they have not mentioned this then you have obviously presumed it was purely price and hence may have grounds to appeal. I.e. you would imply that their favored supplier was not the cheapest and they have scored it to suit their favored supplier, as such claim damages equal to profit generated from the contract.
However if there was uncertainty on anything in the tender document it would be incumbent on the supplier to ask the question as all suppliers would of been in the same position.
Linking two tenders to be considered together is wrong in my book, however if both tenders were sent at the same time it is obvious they would favor having a sole supplier.
I guess what I am saying is unless the potential profit is so great I can't imagine it be worth the legal process.
